On the whole 29.7 mln. transactions to the amount of 187 704.4 bln. KZT (or 1 273.9 bln. US dollars) were conducted through payment systems of Kazakhstan (Interbank System of Money Transfer and Interbank Clearing System) in 2010. As compared to 2009 number of payments in payment systems increased by 14.6% (by 3 785.4 thousand transactions) and amount of payments increased by 17.5% (by 27 958.8 bln. KZT).

Interbank System of Money Transfer (ISMT).

Number of participants as of 1 January 2011 made up 51[1] , including: 39 second-tier banks and JSC “Development Bank of Kazakhstan”; the Committee of the Treasury of the Ministry of Finance of the Republic of Kazakhstan; 6 organizations carrying out certain kinds of bank operations (JSC “Kazpost”, JSC “Kazakhstan mortgage company”, JSC “Central depositary trust company”, JSC “Kazakhstan stock exchange”,  Kazakhstan interbank settlement centre, Clearing house of KISC); State center on pension payment; the Interstate Bank and Eurasian Development Bank; the National Bank of the Republic of Kazakhstan.

In 2010 11.5 mln. transactions to the amount of 184 490.9 bln. KZT (1 251.8 bln. US dollars) were conducted through ISMT.

As compared to 2009 number of payments increased by 14.7% (by 1 467.7 thousand transactions) and amount of payments increased by 17.5% (by 27 774.6 bln. KZT).

On an average 46 thousand transactions to the amount of 740.8 bln. KZT passed through ISMT per day in 2010 which is more than the level of 2009 in respect of quantity by 5.9 thousand transactions (by 14.7%) and more in respect of amount by 110.2 bln. KZT (by 17.5%). At that the average amount of one payment document in ISMT during 2010 made up 16.1 mln. KZT and increased as compared to 2009 by 2.4% (by 382.5 thousand KZT).

In accordance with the principal destination of ISMT participants send to the specified system mainly large-size and urgent payments in respect of operations of financial sector. Thus, in 2010 primarily payments regarding operations with securities of Kazakhstan’s residents (47.8% of total value of payments in ISMT), as well as interbank deposits and transfers of own funds of banks and their clients (25.8% respectively), foreign currency and precious metals (10.7%) were conducted through ISMT.

At that through ISMT, system-significant payment system of the country, during 2010 98.3% of total value of non-cash payments in the country and 38.6% of their total quantity were processed, which gives evidence of fulfillment by ISMT of intended purpose in conducting the most large-size and high-priority payments.     

 Interbank Clearing System.

Number of participants in the Interbank Clearing System as of 1 January 2011 made up 39, among them 33 second-tier banks, the Committee of the Treasury of the Ministry of Finance of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, 3 accounts for the State center on pension payment, JSC “Kazpost”.

Flows of retail payments during 2010 made up 18.3 mln. documents to the amount of 3 253.5 bln. KZT (22.1 bln. USD). As compared to 2009 volume of documents in clearing system increased by 14.,5% (by 2 317.6 thousand documents) and value of payments increased by 18.6%  (by 511.2 bln. KZT).

 

On an average 73.3 thousand documents to the amount of 13.1 bln. KZT passed through clearing system per day, which is more than the level of 2009 in respect of quantity of payments by 9.3 thousand transactions (by 14.5%), in respect of amount of payments by 2.1 вln. KZT (by 18.6%). At that the average amount of one payment in Interbank Clearing System made up 178.3 thousand KZT which is more as compared to 2009 by 3.6% (by 6.2 thousand KZT).

In the clearing system the largest share of payments in 2010 fell on payments of economic entities in respect of settlements for goods and intangible assets (share in total value of payments in the system made up 33.5%), provided services (share – 27.3%), as well as payments into the budget (payment of taxes and other compulsory payments into the budget) and payouts from the budget (share – 20.4%).

Moreover, in the Interbank Clearing System designed for conducting payments not being high-priority and not exceeding amount of 5 mln. KZT, there were carried out 61.4% of total quantity of non-cash payments in the country and 1.7% of their total value, which also gives evidence of fulfillment by clearing system of it intended purpose in conducting significant quantity of payments to small amounts.
