Binur Zhalenov was born on 19 January 1993 in Semey.

He graduated from L.N. Gumilyov Eurasian National University with a degree in Computer Engineering and Software (2014). Holds a Master of Business Administration (MBA) degree from New York University in Information Systems with a specialization in Machine Learning and Artificial Intelligence (2021).

In 2019, he served as Advisor to the Governor of the National Bank of Kazakhstan.

In 2021 worked as Chairman of the board of JSC “Center for Development of Payment and Financial Technologies” of the National Bank of Kazakhstan.

In 2023 served as Chairman of the board of JSC “National Payment Corporation” of the National Bank of Kazakhstan.

From 2024 to 2026 served as Advisor to the Governor – Head of Digital Transformation of the National Bank of Kazakhstan.

On 13 March 2026 by the Order of the President of the Republic of Kazakhstan Binur Zhalenov was appointed Deputy Governor of the National Bank of Kazakhstan.

Awarded the state award – the medal “Eren Enbegi Ushin” (For Distinguished Labour).
