National Bank of Kazakhstan and World Bank Expand Cooperation
In 2025, the National Bank of Kazakhstan (NBK) and the International Bank for Reconstruction and Development (World Bank) signed a framework agreement for advisory services, providing a basis for cooperation across priority areas. The first engagement under the agreement focused on supporting the further development of Kazakhstan’s mandatory accumulative pension system.
As a next step in this cooperation, during the 2026 Annual Meetings of the International Monetary Fund (IMF) and the World Bank Group, held on October 12-18, 2026 in Bangkok Governor of the National Bank of Kazakhstan Timur Suleimenov, and Vice President, Europe and Central Asia Region, Antonella Bassani, on behalf of the World Bank agreed in principle on World Bank advisory support to the NBK in conducting a simulation exercise to test the resilience of Kazakhstan’s financial system.
This type of exercise is recommended by the Financial Stability Board and is regularly carried out by central banks and financial regulators around the world. Such exercises help authorities with practical coordination and decision-making arrangements as well as strengthen their preparedness to respond effectively to potential financial stress, contributing to a stable and resilient financial system.
On Kazakhstan side, the exercise will be carried out by several authorities, including the Agency for Regulation and Development of the Financial Market, the Ministry of Finance, and the Ministry of National Economy, with NBK acting as the national coordinator. The preparatory phase of the exercise is expected to start by the end of 2026, with the simulation exercise itself planned for 2027.
