The National Bank of Kazakhstan (hereinafter referred to as the NBK) announces amendments to Decree of the Management Board of the NBK dated February 24, 2020 No. 14 "On approval of the Rules for organization of security and arrangement of premises of second-tier banks, branches of non-resident banks of the Republic of Kazakhstan, the National Post Operator, legal entities where their exclusive activity is collection of banknotes, coins and valuables, and legal entities operating only through exchange offices based on a license from the National Bank of the Republic of Kazakhstan for exchange operations with foreign currency in cash" (hereinafter referred to as the Rules).

These amendments were made as part of bringing certain standards (related to cash desk premises) in line with the requirements of the national and interstate standards, which set out current methods for protection of premises from threats of burglary and penetration.

The updated requirements provide for an expansion of the list of equipment permitted for installation to protect window openings in the premises of the cash desk, as well as updating the security requirements for safe deposit boxes. These measures are designed to improve safety of employees, preserving valuables and ensuring the aesthetic appearance of the premises.

Along with that, given that adaptation of premises in line with the introduced changes will directly affect expenses of financial institutions, a transition period is provided. That is, financial institutions will have to bring the premises intended for cash transactions into compliance within 2 years (from the date of official publication). A separate transition period of 5 years is also provided for the National Postal Operator, given social component of its activities.
