On the whole 7,6 mln. transactions to the amount of 43 863 bln. KZT (or 297,6 bln. US dollars) were conducted through payment systems of Kazakhstan (Interbank System of Money Transfer and Interbank Clearing System) in III quarter of 2010. As compared to III quarter of 2009 number of payments in payment systems increased by 14,6%  (by 974,7 thousand transactions) and amount of payments decreased by 1,6% (by 735,3 bln. KZT).

Interbank System of Money Transfer (ISMT)

Number of participants as of 1 July 2010 made up 50, including: 38 second-tier banks and JSC “Development Bank of Kazakhstan”; the Committee of the Treasury of the Ministry of Finance of the Republic of Kazakhstan; 6 organizations carrying out certain kinds of bank operations (JSC “Kazpost”, JSC “Kazakhstan mortgage company”, JSC “Central depositary trust company”, JSC “Kazakhstan stock exchange”, Kazakhstan interbank settlement centre, Clearing house of KISC); State center of pension payments; the Interstate Bank and Eurasian Development Bank; the National Bank of the Republic of Kazakhstan.

 In III quarter of 2010 3.0 mln. transactions to the amount of 43 018.4 bln. KZT (291.8 bln. US dollars) were conducted through ISMT.

As compared to similar period of last year number of payments increased by 18,8% (by 480,4 thousand transactions) and amount of payments decreased by 1,9% (by 830,9 bln. KZT).

On an average 47,5 thousand transactions to the amount of 672,2 bln. KZT passed through ISMT per day in III quarter of 2010 which is more than the level of the similar period of 2009 in respect of quantity by 7,5 thousand transactions (by 18,8%) and less in respect of amount by 13,0 bln. KZT (by 1,9%).  At that the average amount of one payment document in ISMT during III quarter of 2010 made up 14,1 mln. KZT and decreased as compared to III quarter of 2009 by 17,4% (by 3,0 mln. KZT).

In accordance with the principal destination of ISMT participants send to the specified system mainly large-size and urgent payments in respect of operations of financial sector. Thus, in III quarter of 2010  primarily payments regarding operations with securities of Kazakhstan’s residents (48.8% of total value of payments in ISMT), as well as interbank deposits and transfers of own funds of banks and their clients (23.6% respectively) were conducted through ISMT.

At that through ISMT, system-significant payment system of the country, during III quarter of 2010 98,1% of total value of non-cash payments in the country and 39,9% of their total quantity were processed, which gives evidence of fulfillment by ISMT of intended purpose in conducting the most large-size and high-priority payments.

Interbank Clearing System.

Number of participants in the Interbank Clearing System as of 1 October 2010 made up 38, among them 32 second-tier banks, the Committee of the Treasury of the Ministry of Finance of the Republic of Kazakhstan, the National Bank of the Republic of Kazakhstan, 3 accounts for the State center on pension payment, JSC “Kazpost”.

Flows of retail payments during III quarter of 2010 made up 4,6 mln. documents to the amount of 844,6 bln. KZT (5,7 bln. USD). As compared to III quarter of 2009 volume of documents in clearing system increased by 12,1% (by 494,3 thousand documents) and value of payments increased by 12,8% (by 95,6 bln. KZT).

On an average 71,7 thousand documents to the amount of 13,2 bln. KZT passed through clearing system per day, which is more than the level of the similar period of 2009 in respect of quantity of payments by 7,7 thousand transactions (by 12,1%) and more in respect of amount of payments by 1,5 bln. KZT (by 12,8%). At that the average amount of one payment in Interbank Clearing System made up 184,0 thousand KZT which is more as compared to III quarter of 2009 by 0,6% (by 1,1 thousand KZT).

In the clearing system the largest share of payments in III quarter of 2010 fell on payments of economic entities in respect of settlements for goods and intangible assets (share in total value of payments in the system made up 34.3%), provided services (share – 27.9%), as well as payments into the budget (payment of taxes and other compulsory payments into the budget) and payouts from the budget (share – 19.5%).

Moreover, in the Interbank Clearing System designed for conducting payments not being high-priority and not exceeding amount of 5 mln. KZT, there were carried out 60,1% of total quantity of non-cash payments in the country and 1,9% of their total value, which also gives evidence of fulfillment by clearing system of it intended purpose in conducting significant quantity of payments to small amounts.
